Allegations of Bias are Misleading and Untrue

The Democratic Alliance has continuously requested that Presiding Officers
apply the rules of the house consistently. It's therefore ironic that the
same DA now cries foul when the Speaker of the National Assembly is applying
those rules.

Some members have blatantly ignored long established processes and brought
an element of pandemonium to the business of the House.

The Speaker has referred the conduct of two DA MPs and an ANC MP to the
Powers and Privileges Committee to consider it in terms of its mandate.

ANC MP, Ms Bertha Peace Mabe's unparliamentary remarks as well as the
contents of her speech on the 16 September 2014 have been referred to the
committee.

On the 13 November 2014, Deputy Chief Whip of the DA, Hon Michael Waters,
continuously defied the Speaker by refusing to abide by her directives and
rulings. In accordance with the rules Hon Waters was asked to leave the
Chamber and he did not.

On the same day, the Deputy Speaker named the Leader of the Opposition, Hon
Mmusi Maimane, in accordance with Rule 52(b). This after he disregarded the
authority of the Chair when asked to withdraw unparliamentary remarks. Once
a member has been named, the member must leave the chamber. Hon Maimane did
not leave the house.

The DA statement is therefore unfounded and baseless and pre-emptive of the
outcomes of the Powers and Privileges Committee.

Order must return to the house to ensure the business of parliament is
conducted.

Issued by the Parliamentary Communication Services on behalf of the National
Assembly Speaker, Ms Baleka Mbete
