23 February 2015 ANC Gauteng Welcomes Visionary, Bold and Decisive State of the Province Address The African National Congress Gauteng Province welcomes the State of the Province Address delivered by the Premier, Comrade David Makhura, at the Gauteng Provincial Legislature today. In the address, Comrade Makhura presented visionary, bold and decisive interventions to move the Gauteng City Region forward. Premier Makhura's focus and emphasis on radical economic transformation demonstrates that the ANC government has heard and is responding decisively to the concerns raised by our people that we must move faster to deal with the triple challenges of poverty, unemployment and inequality. Notwithstanding the unfortunate interjections during the Premier's speech, the ANC is convinced that Premier Makhura spoke to aspirations of the residents of Gauteng and outlined a substantive and comprehensive programme to build an integrated Gauteng City Region characterised by social and economic inclusion. As the ANC, we condemn in the strongest possible terms the attempted disruption of the Premier's speech by a small number of EFF MPLs who have nothing of substance to say and offer the people of Gauteng. We call upon the Legislature to further strengthen its Rules to prevent such backward tendencies in the future. The ANC appreciates the radical departure of the Premier's speech from a compartmentalised plan based on the work of departments to a collaborative vision for the Gauteng City Region as a whole, anchored on accelerating economic growth along the five Development Corridors. This approach ensures that no person in the Gauteng City Region is left behind but that there is balanced economic growth, employment creation and empowerment for all people of our province. We further applaud government's commitment to drastically and radically alter the face of Gauteng through the building of new cities and new industries. The commitments made with regards to ensuring energy security, infrastructure development and expanding universal access to the catalytic information communication technologies are expected to give the necessary impetus to faster economic growth needed to realise the NDP vision of 5% economic growth by 2019. The new human settlements proposed will also do much to reshape and recreate the province's spatial settlement patterns; dealing a decisive blow to the legacy of apartheid spatial planning which sought to keep the majority of our people at the periphery of urban activity. The programmes intended to accelerate social transformation by improving the quality of education and healthcare, and provide social protection to the vulnerable are a demonstration of a caring government intent on the work to create a better life for all. To this end, we are particularly pleased that the Gauteng Provincial Government has listened to the people of the province when they said the current system of e-tolls was undesirable and unworkable. We trust that the new dispensation alluded to by the Premier will finally put this matter to rest by delivering a solution that is equitable, affordable, administratively simple and sustainable. As we commit ourselves to support the ANC government in the implementation of its far-reaching and visionary programme to transform, modernise and reindustrialise the Gauteng economy, we are heartened by the sentiment expressed by the Premier that our people have been consulted on Gauteng's Ten Point Plan and that partnerships have already been established with the private sector thereby ensuring that the building of the Gauteng we envision is a collective effort of all social partners.
