EFF fails to disrupt Makhura's SOPA Baldwin Ndaba, the Star, Johannesburg, 23 February 2015 The EFF made a failed attempt to disrupt Gauteng Premier David Makhura's State of the Province Address in the Gauteng Legislature on Monday. The first to raise an objection was EFF caucus leader Mandisa Mashego who wanted to ask a question. However, she was overruled by Speaker of the Legislature Ntombi Mekgwe. Later, another EFF MPL, Mgcini Tshwaku, made an attempt to disrupt Makhura when he accused him of misleading the House. The EFF was thwarted by Mekgwe, who urged the party to raise their concerns during the SOPA debate on Thursday. In his second State of the Province Address,Makhura promised multi-billion rand injections into several initiatives in all five regions of Gauteng. "... We are making three macro interventions: spatial reconfiguration, township economy revitalisation and massive infrastructure investments jointly with municipalities and the private-sector partners to change the space and structure of the economy of our province to address unemployment, poverty and inequality." He said the province was going to use its available land to build houses and industrial parks in major cities of the province. He injected R10 billion to revitalise the City of Joburg. "The provincial government will continue to work and support the city to regenerate the inner city and other areas that have experienced significant de-industrialisation and decline. We invite the private sector to partner with us in improving the face of our central business districts and inner cities through investing in better buildings, cleaning the streets and greening the city's open spaces as part of building liveable and sustainable cities. "Over the next five years, we will mobilise more than R10bn in public and private investments in the regeneration of the Joburg CBD as the seat of the provincial government. I am confident there is an appetite and passion to invest in the revitalisation of the CBD," Makhura said. Makhura also indicated that he hoped that Joburg would become the home of the Brics regional development bank. "We are also working with national government and the City of Joburg on a definite and concrete plan to revitalise the old townships of Kliptown and Alexandra. The two townships are in a terrible and sorry state of disrepair. "In order to change human settlement patterns over the next five years, 140 000 housing units will be built in Lion Park, in Diepsloot East, in Fleurhof, Cosmo City, Malibongwe Ridge and Goud Rand," he said. "In addition, we are working with the private sector and the City of Johannesburg on the following initiatives to radically change the spatial landscape of the Central Corridor - Masingita City, Reitfontein, Waterfall City, Modderfontein City and Steyn City." He said all these developments would have major socio-economic benefits with regard to decent employment and economic inclusion. The Masingita City, an integrated commercial and industrial hub, is a R3bn private investment that will create 15 500 jobs during the construction stage and about 10 000 jobs during its full operation. "It will also contribute to the township economy revitalisation by supporting township enterprises and SMMEs in Soweto, Lenasia and Bekkersdal/Randfontein. The first phase of construction will start next month. Rietfontein is a mixed-use node with 8 000 proposed residential units, including commercial property, distribution and warehousing; retail and education facilities. This investment is estimated at R20bn and has the potential to create 17 000 jobs, during the construction phase and beyond. Waterfall City is the largest city to be built in post-apartheid South Africa. The estimated investment during construction is R71bn. An estimated 100 000 jobs could be created by the project.
