Wage talks impasse goes back to grass roots

Public-sector unions aligned to the Congress of South African Trade Unions
(COSATU) will consult members on a way forward after being told by state
negotiators they had "exhausted their mandate" for salary increases, before
declaring a dispute.

 

The previous three-year wage agreement covering about 1.3-million public
servants expired on Wednesday.

While any increase will be backdated, COSATU negotiators said on Wednesday
the federation's members would in the interim face economic pressures, hence
their request for a double-digit pay hike.

 

The public sector unions were "hopeful" that a period of conciliation would
end the impasse, but were mindful of the government "treating these
negotiations with an unprecedented level of arrogance", National Education,
Health and Allied Workers Union general secretary Bereng Soke said on
Wednesday.

The government declared a dispute with organised labour on Friday after six
months of wage negotiations. This has set in motion a period of conciliation
by an independent party.

 

The Public Sector Co-ordinating Bargaining Council constitution states that
this mediation must conclude within a month of the receipt of a referral,
which would mean conciliation until the end of this month.

 

Among the government's offers is a three-year agreement for a 5.8% rise in
the first year, followed by two years of inflation-plus-0.5% increases, but
unions are asking for a 10% wage deal in one year.
