Public service wage talks stall

There is still no indication when an agreement will be reached in the public
service wage negotiations.

The state, as the employer, and public service unions have again reached a
deadlock in talks, chairperson of the Independent Labour Caucus (ILC) Basil
Manuel told The Citizen yesterday.

"The employer is in the process of filing papers for a formal dispute," said
Manuel. "What will happen now is the bargaining council will have to find an
independent mediator - a process which is likely to take a couple of days."

 

Manuel said the unions' wage demands of a 10% increase remained unchanged.
Labour revised its demands for housing allowance from R3 000 to R1 900,
while the employer's offer stands at R1 100.

 

Asked how union members felt about the latest developments, Manuel said they
were growing agitated as they don't want to strike. "These developments are
worrying because they are causing the temperatures to rise. The view is the
employer is not taking its employees seriously," Manuel said.

 

COSATU

 

Speaking on behalf of trade union confederation COSATU's public service
unions, Nkosinathi Mabhida [POPCRU] said the last time all concerned parties
met was on Friday. "That was when the employer's negotiators declared a
dispute."

Mabhida said the possibility of a strike could not be ruled out as union
members have been getting frustrated at the lack of urgency on the part of
the employer to work towards an agreement.

 

"From next week, union leaders will be crisscrossing the country where we
will be giving a report back to our members on the latest developments, and
also seeking mandate from them on what the way forward should be," he said.

 

With the latest increases in the price of fuel and tax, and the imminent
increase in electricity tariffs, Mabhida said cash-strapped workers were
already being forced to dig deeper into their pockets.
