SACP Ncumisa Kondlo 2nd District Congress Declaration

 

"Building the working class hegemony towards socio-economic transition to
socialism"

 

 

The South African Communist Party (SACP), Ncumisa Kondlo District (Amathole
Region) in the Eastern Cape convened its 2nd District Congress at the Great
Kei Community Hall from 02 - 03 May 2015, under the theme "Building the
working class hegemony towards socio-economic transition to socialism". 

 

Our congress was attended by delegates drawn from 49 branches of the SACP,
Delegates from our Young Communist League of South Africa (YCLSA), the SACP
District and Provincial Leadership, Leaders of our alliance partners.

 

We used our 2nd District Congress as the platform to assess and evaluate the
ideological and political work done by the SACP in Ncumisa Kondlo on the
period under review, as we continue building elements and momentum towards
socialist South Africa and the world. The congress was also used to analyze
the socio-economic conditions faced by the working class here at home and
globally, and therefore proposed sustainable solutions to rescue the
humankind from bourgeoisie brutality, guided by the Marxist-Leninist tools
of analysis.  

 

Internationally:

 

As the party of the workers and the poor, the party of socialism, we draw
our understanding of the local situation from the global context within
which our country and subsequently our district exists and our own concrete
material conditions.

 

The congress condemned the continued oppression of the people of Palestine
by the apartheid Israel with the financial, military and political support
by the inhumane and imperial United States (US). The US gives apartheid
Israel three (3) Billion US Dollars' worth of military aid per annum and
about 1.2 Billion US Dollars in general aid. This US support has allowed
Israel to build the 4th largest army in the world, to kill the people of
Palestine.

 

It is in this context that we have committed to support the calls and action
for the Boycott, Disinvestment and Isolation of the brutal apartheid Israel,
as they are practicing the worst crimes against humanity. We join the
progressive people's organs of South Africa in calling for the expulsion of
the Israel Ambassador in South Africa and calling upon our government to cut
all ties with the Israel. 

 

The US should also take a greater responsibility of the mass killings in
Palestine as they are the core supporters of Israel for their greedy
interests. It is our firm view that the United Nations (UN) should hold US
responsible for all atrocities by the Israel Zionist government.

 

Nationally:

 

The congress noted the national situation against the background of global
and national objective realities, that the global imperialist forces are
waging an onslaught to the working class masses world over in an attempt to
manage the collapsing and false neo-liberal economic solutions. At the
national front these forces appear in the two extremes, the first extreme is
the ultra-right as represented by the DA, the second extreme is the
ultra-left tendency as represented by the DFB (Amandla Network) and the
newly formed United Front. 

 

As the congress we therefore resolved that we must defeat these two
extremes, to consolidate, deepen and defend our National Democratic
Revolution (NDR).

The congress noted that despite our setbacks , the national reality is
marked by major advances such as consolidation of our constitutional
democracy and many other concrete achievements that have uplifted the
standard of living of many South Africans, these are,  but not limited to,
the bill of rights, the  progressive labour laws, the provision of houses,
etc. The congress noted with concern that our advances are threatened by the
triple-crisis of unemployment, poverty and multidimensional inequality. 

 

Against the above background of the global and national context, the
congress reaffirmed that there is a consensus in the alliance on the need to
move onto the second - radical phase of the democratic transition, in short
the need to place the economy unto the new labour-absorbing growth path
through a state-led bulk infrastructure programme and industrialization
supported by the exploitation of our minerals for manufacturing and
extensive skills development programme. 

 

Locally:

 

The congress appreciated that we have managed to build and independent and
campaigning party of the people against a very hostile territory. In a
territory where there is a sustained "rooi-gevaar" (anti-communist
sentiments) from within and outside the congress movement.

 

Our district is mostly rural and characterized with high levels of
unemployment and illiteracy which requires decisive plan to change the lives
of the workers and the poor in the district. It is in this context that we
are of the firm view that our district requires a more radical land and
agrarian reform programme, and a massive infrastructural development
programme. Our District Municipality should therefore focus on assisting
people in our rural areas to establish sustainable cooperatives for food
production and other societal needs.

 

Our district have had many cases of women and child abuse, in particular the
elderly women in the recent past all in the guise of witchcraft and ruthless
criminality. We therefore recommit ourselves in a fight against any form of
women and child abuse. The congress also affirmed its principle commitment
on gender struggle with a specific focus on capacitating our women as we
build elements toward second more radical phase of the transition. We will
continue working with our YCLSA to have campaigns against abuse of
recreational drugs (substance abuse).

 

We commit ourselves to take forward the SACP Financial Sector Campaign (FSC)
as majority of the workers and the poor continue to suffer at the hands of
the greedy financial capital. We will take forward this work by
establishment of a Financial Sector Campaign Coalition (FSCC) at the
district level working with all progressive formations.

 

Fighting against corruption:

 

The congress recommitted the party in a fight against corruption wherever it
raises its ugly head. We are deeply concerned by non-ending reports of
corruption in the Amathole Toilet Tender Scandal, we are of the view that
such kind of allegation whether real or not erode the social base of the
movement, and hence the movement must act decisively to combat these things.
We reaffirm the call by the SACP PEC that Mr. Chris Magwangqana must reveal
all documentations of the procurement process of the toilet tender, this
will ensure clean and transparent governance.

 

University of Fort Hare SRC Elections:

 

The congress raised its concern on the recent outcomes of the SRC election
in the University of Fort Hare where SASCO lost to the DA student
organization. We are of the view that this should be viewed not only as a
loss of SASCO but as a warning shot to the entire congress movement. The
movement should now begin to analyze the situation especially going the
Local Government Elections and develop strategies to interact with the
children of the middle class and the black middle class. Part of the issues
to be confronted by the movement is the financialization of our formations
including SASCO, where private business interests seek to capture our
formations for accumulation.

 

The SACP District Leadership will work close with the SASCO in the
University of Fort Hare and other campuses to cover lost ground. We will get
closer to the situation and look unto the role of each PYA component
including our YCLSA.

The congress was characterized by high levels of debate and closed on a high
note with ordinary with the party committing itself to defend the movement
by working very hard in ensuring the ANC victory in the coming local
government elections.
