SACP Mpumalanga Provincial Council

 

Declaration

 

"Taking the centre stage of workers' mobilisation for Socialism!"

 

 

The South African Communist Party (SACP) in Mpumalanga held a successful
Provincial Council with 276 delegates in attendance, representing four
districts and the Young Communist League of South Africa (YCLSA) in the
province, graced by the presence of Central Committee member comrade Madala
Masuku, our alliance partners the Congress of South African Trade Unions
(COSATU) and South African National Civic Organisation (SANCO), and the
fraternal international formations the Communist Party of Swaziland (CPS),
Swaziland Solidarity Network (SSN), People's United Democratic Movement
(PUDEMO), BDS-SA and the Embassy of Democratic People's Republic of Korea
(DPRK) on Sunday, 21 June 2015 at Waterval Boven TVET Campus, eMakhazeni
sub-district.

 

The council received input from YCLSA, messages of support from the
liberation alliance SANCO and COSATU, messages of International Solidarity
from CPS, SSN, PUDEMO and the BDS-SA.

 

The council dealt with political development in the province, nationally and
globally. As a standard practice, the council received political, financial
and state of the organisation reports and further deal with discussion
documents towards the Special National Congress to be held on 07 - 11 July
2015 in Gauteng.

 

June month: A historic month in the revolutionary calendar

 

The council paid tribute to the former provincial chairperson comrade
Ephraim "Eph" Mogale who departed this world 12 years ago in a tragic and
questionable car accident. We remain inspired by his contribution to the
liberation struggle and struggle for socialism.

 

The council assembled just a week after the June 16 commemoration. This
historic day changed the political environment in the country and made a
clear political stance against the brutal apartheid regime which imbedded
itself through education. The post democratic breakthrough youth generation
must continue to make education fashionable and fight against patronage.

As we celebrate the 60th anniversary of the freedom charter, we reaffirm the
National Democratic Revolution as a direct route to socialism.

 

The liberation alliance should not just celebrate the anniversary of freedom
charter without meaningful implementation of the clauses inscribed in the
document. The second radical phase of the national democratic revolution
must fundamentally deal with the property clause and transfer of the means
of production to the working class, as the motive force of the revolution.

 

Unite of the alliance is sacrosanct for total liberation of our people:

 

The council believes that there is a need to strengthen the alliance in the
province as a revolutionary force of independent partners with a common
programme of achieving the objectives of the National Democratic Revolution.
We need a united and coherent liberation alliance which must continue to
liberate our masses from the shackles of poverty, inequality and
unemployment. This should never happen in the premise of undermining other
alliance partners.

 

The council affirm the vanguard role of the Party within the components of
the alliance and must continue to do so. We commit to "unite the people's
camp, neutralise our detractors and isolate the enemy" in cleansing the
movement from wrong elements who infiltrated and now masquerading as
revolutionaries whilst they are "Trojan-horses" to kill our beloved
alliance.

 

SACP and State power

 

The council noted with concern the state of the alliance in the province
with endless suppression of the Party in the province and a rising tendency
of anti-communism across the country. The Party in the province will pursue
other provinces in Special National Congress for the SACP to consider
contesting state power through the ballot without breaking the alliance. 

 

This will not be pursued because of our view that the reconfigured alliance
has totally failed in the province but, we believe the struggle for economic
transformation is a class question and must be led by a class organisation;
considering the responsibility of the Party in building elements, capacity
and momentum for socialism.

 

Spy allegations: Political credentials do not need an inquiry

 

The council notes with concern the unresolved allegations labelled against
the Provincial Chairperson of the ANC David Mabuza and the stance of the
PEC, calling for inquiry. The council believes this matter dragged for too
long without necessary attention from the national leadership to a point of
creating lot of suspicions amongst comrades and society at large.

 

The ANC Provincial Chairperson must clear his name; those who were with him
in trenches should affirm his political credentials for the period under
scrutiny. We believe this matter does not need any commission of inquiry
rather the movement be able to deal with it. The biggest question in our
minds is that "Is the revolution safe in his hands?"  

 

Release the Political killings and KaNyamazane hooliganism reports

 

The council notes with dismay the delay to release the report on
vigilante-hooliganism which happened in KaNyamazane and left comrades
hospitalised. Since then, the SACP had to intensify the security of its
leaders due to continued threats.

 

We call on the swift actions against the perpetrators from both the ANC and
the law enforcement itself. Being a communist in Mpumalanga province equals
a treason charge and you face persecution till you succumb to those who seek
to be worshipped. The SACP will never be liquidated by the
Lumpen-Tenderpreneurs and like those who tried and fail, they too will
collapse without succeeding.

 

We will never rest till such time political killers in the province are
arrested and convicted. Communists too, have a right to life.

 

Towards the Special National Congress

 

The council dealt extensively with the discussion documents in preparation
of the Special National Congress. The consolidated recommendations will be
advanced in the congress as the provincial mandate for all our delegates.

 

Amongst key issues to be engaged upon:

 

.    The SACP in relation to state power, giving proper context and
analyzing the current political environment.

.    Strengthening the vanguard role in the trade union movement.

.    Giving a class context to the program of action towards a second
radical phase of the transition.

.    Assess the strength of our VD branches in dealing with day-to-day
community struggles.

.    Capacitate and consolidate our activism in the battle of ideas.

.    The strengthening of the war room in fighting against the offensive by
the Lumpen-Tenderpreneurs and agents of imperialism.

.    The decentralization and bottom-top linkage of the membership
administration.

 

COSATU 12th Provincial Congress

 

The council received message of support from COSATU in the province which
included the state of the federation in the province and nationally. We
acknowledge the strides to unify COSATU affiliates in the province. The
Party will continue to play its vanguard role to the advanced detachment of
the working class, COSATU. We noted dirty tricks and attempts by
Lumpen-Tenderpreneurs who are in a political competition of enticing
political structures and the trade union in the province. These attempts
captured some leaders of affiliates especially from the public sector.

 

We call on all conscious workers to defend COSATU against possible capture
by the Lumpen-Tenderpreneurs in the province. They worked tirelessly for the
past 6 years to divide the Party and COSATU but failed. COSATU must be
independent and advance struggle of the workers across all industries and
sectors.

 

International Context

 

Swaziland:

 

The council notes with utter disgust the willingness of two South African
soccer giants to participate in the so-called Kings' cup in Swaziland.
Knowing the historical struggle roles, the owners of the clubs played; we
expect them to behave as patriotic citizens who respect human rights. Fame
and populism should never be above human rights. We therefore, call on
Kaizer Chiefs and Orlando Pirates to withdraw their participation and
fantasy to please the monarchy at the expense of the working class.

 

Political prisoners are languishing without proper care in those jails.
Working with progressive forces, we will intensify our struggle for the
obliteration of tyrant monarchy and total isolation of Swaziland from the
international community.

 

We still are calling on the South African government to grant comrades of
Swaziland a permanent asylum status.

 

Cuba:

 

The council joins millions of South Africans to welcome the Cuban Five to
the country. These comrades were wrongly arrested and convicted by the
master of imperialism, U.S till they felt international pressure. We believe
the decision of the Obama administration to release the Cuban Five was not a
choice but the pressure exerted by the international community for
solidarity and calling for their release.

 

Burundi:

 

Tribalism has and will always be an enemy of the revolution and development
in a given society. Burundi is not immune from this demon entrenched by our
colonizers in the continent. It is a country historically having an
ethicized political contestation and ethnical civil war.

 

The tripartite alliance with the historical victory to unite Africans in
general blacks in particular during our liberation struggle must intervene
through political structure allied to us.

 

Strengthening of the liberation movements and progressive formations across
the continent:

 

The SACP will work with progressive structures in the neighboring countries
such as Mozambique to lay foundation for the establishment of the Communist
Parties. The tripartite alliance must continue to strengthen liberation
movements in the continent to fight against possible re-colonization and
imperialist's offensive.
