COSATU no letters, white background.jpg COSATU Limpopo, 14 September 2015 Provincial Executive Committee Statement COSATU in Limpopo held its normal Provincial Executive Committee on the 10th - 11th September 2015 at Polokwane Royal Hotel. This was the first Provincial Executive Committee after our 4th Provincial Congress. The meeting received messages of support from our alliance partners, the African National Congress and our vanguard - the South African Communist Party. African National Congress In its deliberations of the Political Report, the PEC analyzed that the ongoing difficulties within our movement and its alliance are as a result of a class struggles and the onslaught against the working class and the poor by the bourgeoisies. The PEC further decried the absence of the leader of our alliance in leading the struggles of our people in our province in particular. On our relationship with the ANC . To re-affirm our support for the ANC PEC collective and urge for their unity and cohesion; . To maintain our close and healthy relationship yet mutual respect for our independence as alliance partners; . That the ANC must continuously take the federation into confidence on major political decisions in the province as part of strengthening our revolutionary alliance. On political challenges within the ANC . To call on the ANC to urgently develop a programme of action to respond to the challenges of factions, cabals, cliques, tribalism, rebuilding structures of the ANC and unity of the alliance as mandated by the February 2014 Provincial Congress; . These must include political education at the core of the movement's programme to build a strong organization, conscious cadres and membership needed to advance the objectives of the national democratic revolution; . Continue our joint efforts with the SACP to characterize, expose and deal with new tendencies within the movement in our province On the ANC Leagues The PEC condemned the use of dirty money to influence decisions and outcomes of the congress processes within Leagues. The meeting called on the both the ANC Women and Youth Leagues in the province to urgently convene their conferences in order to create the much needed organizational and political stability within these structures and the movement in general. Progressive Youth Alliance The meeting deliberated on the state of Progressive Youth Alliance (PYA) in Institutions of Higher Learning and noted serious weaknesses which must be worrying to the entire alliance. The PEC strongly felt that the ANC led alliance is not doing enough to assist SASCO in particular. The onslaught against the PYA and SASCO in particular, should not be viewed in isolation of the broader onslaught against the broader liberation movement. The entire movement must rise up to defend our students' organizations. The PEC therefore resolved as follows: . To call on the ANC led alliance to develop a programme to assist the PYA to reclaim its prominence in all our institutions of higher learning; . That the ANC led alliance be urged to mobilize resources to support programmes and activities of the PYA in institutions of higher learning; . The federation to urgently convene a meeting with the PYA to discuss matters of mutual interests. South African Communist Party The meeting appreciated the frank input by the Provincial Secretary on the internal challenges facing the SACP in the province. The PEC therefore resolved as follows: . That we re-affirm our previous resolution to strengthen our close relationship with the party in the province; . Call for the party to manage the issue of leadership discussions and preferences leading to its Provincial Congress in a manner that will ensure unity with the SACP in the province . Urge all members of COSATU to swell the ranks of the SACP. South African National Civic Organization The meeting noted that the current wave of protests in the province points to the weaknesses of SANCO in providing leadership in communities. The PEC believed that there is a need for urgent interventions to strengthen the civic movement within our communities. Nonetheless, the PEC welcomed the convening of a successful SANCO Provincial Congresses held on the 18th July 2015 and vowed to support and work with the newly elected leadership collective led by Masekoameng Messina and Theo Makola as Provincial Chairperson and Secretary respectively. 2016 Local Government Election The meeting noted that the ANC 2016 Local Government campaign is in full swing and COSATU fully participates in all election structures all over the province. . Work together with the ANC to complete the ward profiles in the all ward . Assist the ANC in revisiting issue raised by communities in the last elections with an intention to give feedback on the progress made. . Encourage members of COSATU to be part of the BET VD and street coordinators . Mobilization for the election must form part of each and every activity of the federation . That the federation must fight for the selection of quality and credible candidates for the 2016 Local Government Elections. Legislature and Governance On redeployments or recalls The PEC condemned the tendency by deployed cadres of the movement to undermine decisions of the movement as it relates to redeployments and recalls. The meeting believed that deployed cadres and leaders must respect internal decision making process of the movement. The issue of members taking the movement to court to contest decisions of the movement must be condemned at all costs. Provincial Cabinet . That the federation demands an urgent reshuffle of the provincial Cabinet as part of the ongoing process to strengthen some departments and the state's capacity to deliver better and quality services to our people. The federation will urgently engage the Premier and the ANC on the matter. . To demand an urgent process of re-organization and turnaround strategy to ensure well oiled and effective provincial departments to deliver on their mandates On Organizational Issues On unity and Cohesion of COSATU The PEC applauded the federation for a successful Special National Congress and the contribution by the majority of delegates to defend the unity and cohesion of COSATU. The meeting appealed to all affiliates to continue servicing their members as part of strengthening in our unions and COSATU at all levels in our province. On Campaigns The PEC appreciated the fact that part of the work to build unity and cohesion within the federation is to embark on campaigns to mobilize our members. The meeting therefore resolved as follows: . Affiliates to develop mobilization programmes for the National Day of Action on the 07th October 2015; . That a PSSC be held on the 01 October 2015 to further mobilize all COSATU members towards the National Day of Action; . That all COSATU Locals convene LSSCs as part of mobilization towards the National Day of Action; . That the Campaigns Committee to begin to convene every week to consolidate all campaigns of affiliates and the federation; . That all affiliates must begin to develop their own sectoral campaigns for implementation beyond the National Day of Action. On Socio-Economic Issues On community protests The PEC noted that of recent our province has been engulfed by many community protests mainly categorized as follows: . Service delivery protests . Protests against mining companies . Municipal demarcation community protests . Ritual murders community protests The meeting further noted that most of these protests are violent in nature with destruction of public and private property. The other challenges identified relates to the thuggish and criminal nature of community protests. The federation strongly believes that whilst most of these protests are about genuine demands of our people, some if not many, are being fuelled and funded by political opportunists for their selfish interests. The meeting further observed that some of the leaders of our movement are behind some of the community protests for their narrow political interests The PEC therefore resolved as follows: . That the federation must engage and support the initiatives to establish community forums which would assist our law enforcement agencies to deal with criminal and thuggish elements during protests actions; . To propose to the ANC to urgently establish a Task Team of all alliance components with a mandate to quickly intervene politically in all the affected areas; . To call for some sort of Provincial Discussion on this violent protests; . That the ANC must begin to identify and deal with its own members and leaders involved in fuelling community protests; . That the federation appeals to all our communities to desist from closing schools during protests actions and destroying public/private properties. On International Issues The PEC commended the work of the federation on International solidarity in particular on Zimbabwe. The meeting resolved as follows: . The federation need to do more to provide assistance to the Zimbabwean Congress of Trade Unions and its affiliates; . We must appeal to all our unions to begin engaging their counter-part affiliates in Zimbabwe for joint programmes and solidarity. . That we must actively participate on the campaign against the Tinkundla regime in Swaziland.
