The challenge ahead is how the relationship between the chairperson and the secretary or the president and the secretary general can be improved. It seems like the other one is the subject of the other. In Cosatu the secretaries have more power and in the ANC, the chairpersons have more power. The secretaries are reduced to administrators with no meaningful political leverage, or are they reducing themselves. This is the same as in the NEC, Gwede Mantashe will suffer the same. Where he is supposed to be acting he cannot because he might interfering with the interests of the president. maybe the constitution is not balancing the roles of the office bearers.
