SACP Gauteng suspends leaders

 

- alleging "Involvement in Tshwane factional fights"

 

 

The SACP Gauteng Province held a special provincial executive committee
(PEC) meeting today, Sunday, 26th June 2016 in Johannesburg.

 

The purpose of the meeting was to focus on election related political
developments in the City of Tshwane.

 

The PEC resolved to congratulate comrade Thoko Didiza for her nomination as
the ANC mayoral candidate for the City of Tshwane. Comrade Thoko is a
well-known, time tested militant and revolutionary leader of our movement.

 

We vest confidence on her ability to lead our alliance's unified struggle
against corporate capture, corruption and factionalism. We also wish to
thank the people of Tshwane for welcoming comrade Thoko Didiza.

 

We further applaud them in their overwhelming majority for isolating,
rejecting and defeating the extremely backward and dangerous forces of
primitive accumulation, wielding patronage, factionalism, tribalism and
patriarchy.

 

We welcome the prevailing sanity against these violent forces. This unity
has pushed back the forces of anarchy. The PEC is convinced of their
permanent retreat into their invisible dark corners.

 

Enabling and conducive conditions for the rebirth of the City of Tshwane
must be created.

 

We noted the fact that the recent and renewed wave of violence in the City
of Tshwane was a continuation of the divisions and factionalism that dates
back to 2011. This was when the structures of the ANC held parallel regional
conferences with each electing its own leadership.

 

To our knowledge the root cause and effects of this strange phenomenon of
two parallel regional conferences were never thoroughly attended to.  This
neglect later set the scene for an implosion into factional, divisive and
corrupt tendencies in the region.

 

It is in this context that we will engage our alliance partners to consider
mandating the ANC Integrity Commission to fully investigate the history and
subsequent trail of violence and factionalism in Tshwane.

 

Failure to do this have far reaching and tragic consequences considering
that Tshwane is haunted by the spectre of two or multiple centres of power.
It is therefore necessary to create an enabling and conducive environment
for comrade Thoko Didiza to lead the renewal and rebirth of the City of
Tshwane.

 

Our SACP election programme in the City of Tshwane continues

 

The PEC reaffirmed its commitment to implement our election programme of
action to ensure that the ANC receives a two thirds majority in the next
local government elections on the 3rd August 2016.

 

The SACP therefore resolved to launch its Qina Msebenzi in Roslyn motor
industrial plant on Wednesday, 29 June 2016. SACP also resolved to engage in
an election poster and pamphlet blitz in the inner City of Tshwane on
Saturday, 02nd July 2016. 

 

The SACP Task Team Report on the violence in Tshwane

 

The PEC received a report from the Task Team set up by the Provincial
Working Committee (PWC) on Monday, 20th June 2016. The task team was
established to investigate the role played by members of the SACP in the
outbreak of violence in Tshwane.

 

Considering the seriousness and negative impact of this violence, and
further considering the fact that SACP has intensified the fight against
factionalism, corporate capture and corruption, it was absolutely necessary
to investigate this matter.

 

In investigating this matter, the PWC made it clear that the role of the
Task team was not similar to that of law enforcement and criminal
activities, but rather focussed on violation of the SACP constitution.

 

The PEC also concurred that the SACP must not at any given point leave
internal organisational matters of ill-discipline to the police and law
enforcement agencies.  It resolved that the anarchy, violence, and
factionalism in Tshwane were as a result of consistent failure and collapse
of internal organisational discipline and not failure of law enforcement.

 

We also welcomed the report of the Task Team and its recommendations and
resolved to keep them internal, thus not releasing the report to the public.

 

The PEC however resolved to take firm disciplinary action against those
involved in violating the spirit and letter of the SACP constitution, which
is completely different from law enforcement and criminal process.

 

It further agreed that the District Executive Committee (DEC) will oversee
the disciplinary process of implicated members.

 

The PEC however resolved to suspend with immediate effect 5 (five) DEC
members implicated, especially the District Office Bearers. They will be
notified of their suspension before the end of the week. The rest of the
other members will be dealt with through the DEC.

 

Members will be charged with bringing the good name of the SACP in
disrepute.

 

It resolved that in taking disciplinary action against its members; it is
not getting involved in ANC matters, but on the contrary, upholding its
independence and autonomy, as per its own constitution.

 

We further resolved that law enforcement agencies must move swiftly and
decisively, without fear or favour to hold culprits criminally liable.

 

Our commitment to cooperate with law enforcement agencies to enforce the law
was also reaffirmed.
