Members of various organisations around Pretoria will embark on what is expected to be a significant protest on Friday to demand the suspension of Tshwane metro council. They will demand that the municipality be placed under administration, following a series of corruption allegations. Organisations planning the march include the South African Communist Party (SACP), Congress of South African Trade Unions (Cosatu), South African Students Congress (Sasco), Tshwane Barekisi Forum and African National Congress Youth League (ANCYL). They revealed their plans during a media briefing at the Shoburg Building in the city centre on Tuesday. Allegations of maladministration include reluctance of political leadership to fight corruption, suppression of findings about investigations against corruption in the metro, failure to account to the public, human resources policies not being adhered to, extended public work programmes politicised to favour personal interest, misuse of ratepayers' money and cases of harassment and killing by metro police. They also insist that qualifications of metro employees be verified. During the protest the organisers plan to hand over various memoranda to police, co-operative governance and traditional affairs (CoGTA) and the presidency. The march will start at the old Putco depot in Marabastad and make its way to the Union Buildings in Arcadia. SACP leader Apson Makaung said the memoranda to the police will be about police failure to arrest metro policeman, who allegedly shot and killed an informal trader Foster Rivhombo, at the beginning of January. The protesters will demand the immediate arrest of Rivhombo's alleged killer. "Metro police killed Rivhombo in front of his fellow informal traders. Until now his murderer has not been arrested. Metro police continue to harass and steal from poor informal traders to such an extent that the metro police is being used as gangsters by its political head (MMC for community safety)," Makaung said. They said part of the corruption is that the video clip, containing footage of Rivhombo's shooting, had surprisingly gone missing. Protesters will also demand the minister of police to institute an investigation on the shooting of the secretary of Barekisi Informal Traders, Elliot Nkadimeng. It has been reported that Nkadimeng was shot three times in the upper body and neck while returning to his Nellmapius home on Monday. At the media briefing a report by Advocate Dumisa Ntsebeza was alleged to have been inconclusive, relating to the investigation of former city manager Kiba Kekana who had been given a golden handshake of about R2.3 million by the current executive mayor. "We think it is our democratic and constitutional right to access this information," Makaung said. He said on the issue of investigation, they would submit a memorandum to the office of the state president and demand the two reports be made available to the public and those found guilty of misconduct face the law. Protesters blame the metro of unwillingness to listen to them, despite numerous protests, and this is the reason they decided to voice their concerns through a protest march. There have been earlier protests to create public awareness about alleged Tshwane metro corruption . On 6 November 2012, the SACP, Cosatu, and the SA National Civic Organisation (SANCO) marched to the metro to protest against corruption. On 8 February 2013, the SACP and SA Municipal Workers Union (SAMWU) marched to the metro and handed over a memorandum. On 25 October the SACP marched to the metro but the metro sent no one to receive their memorandum. They raised the issue that the metro had not responded even to any of their memorandums. "We are tired of the behavior by the metro leadership and that they do not respond to any memorandum as they continue to say, 'They will march, march and march until they get tired, but ourselves (City of Tshwane Political Leadership) are in control and will continue to do as we wish'," Makaung said. Progressive organisations said they will continue to fight for their rights and they are not afraid to die.
