Juba Clashes Claim At Least 272 Lives

The Morning Star, London, 12 July 2016

Fighting between rival government factions in South Sudan's capital Juba
entered its fifth day yesterday despite United Nations calls for restraint.

Some 30,000 Juba residents were sheltering in the UN base in the Jebel
district, where much of the fighting had raged since Friday, when 272
people, including 33 civilians, were killed.

"We urge an end to these hostilities and hope [political leaders] will
return back to taking up all the action points of the peace agreement," said
UN mission spokeswoman Shantal Persaud.

She said UN bases were hit by small arms and heavy weapons on Sunday, when
one Chinese peacekeeper was killed.

Fighting between the forces of President Salva Kiir and First Vice-President
Riek Machar broke out on Thursday night, with five of Mr Kiir's men killed
in a clash which both sides blamed on the other.

A "massive explosion" shortly after 9am yesterday was followed by further
blasts in the Tomping area, home to embassies, the airport and a UN base,
said an aid worker.

Explosions and "very heavy gunfire" sounding "like popcorn" was reported by
a resident in the Gudele area.

A witness told Reuters that two helicopter gunships had flown over the city
and opened fire in the direction of Mr Machar's headquarters.

Japan ordered three C-130 transport planes to an its military base in
Djibouti, 1,900 miles east of Juba, yesterday to prepare to evacuate
Japanese citizens trapped by the fighting.

The bloodshed raises fears of a return to the two-year civil war between Mr
Kiir's Sudan People's Liberation Movement and Mr Machar's breakaway Sudan
People's Liberation Movement-in-Opposition.

Mr Machar only returned to government in April following an August 2015
peace agreement with Mr Kiir.

The UN security council, after an emergency meeting on Sunday, told the two
leaders to "do their utmost to control their respective forces, urgently end
the fighting and prevent the spread of violence" and commit themselves to
their peace deal.

It warned that attacks on civilians and the UN could amount to war crimes.
