Bashir in Rwanda for AU Summit in spite of ICC Warrant

Withdrawal from the ICC is on the agenda

The Morning Star, London, 18 July 2016

Sudanese President Omar al-Bashir arrived in Rwanda for an African Union
(AU) summit on Friday in defiance of an International Criminal Court (ICC)
warrant for his arrest.

Ahead of the Kigali summit, African nations renewed efforts to leave the
ICC, which to date has only prosecuted African leaders - while Israel and
the US refuse to join.

"Withdrawal from the ICC is entirely within the sovereignty of a particular
state," AU official Joseph Chilengi told reporters on Saturday.

Botswana, Nigeria, Senegal and Ivory Coast - whose government supports the
ICC prosecution of former president Laurent Gbagbo - oppose withdrawal.

Mr Bashir, whose country is not an ICC member and so does not accept the
court's jurisdiction, ignored a Johannesburg court's attempt to force the
South African government to arrest him at last year's AU summit.

The Sudanese president is accused by the ICC of directing a campaign of mass
killing and rape against civilians in Darfur.

South African President Jacob Zuma called for a review of the AU's ICC
membership at the bloc's January summit.

The latest bloody flare-up in South Sudan's civil war is also expected to be
high on the summit's agenda.
