Morning Star.png Teachers Unite To Oppose School Funding Switch The Morning Star, London, 10 August 2016 New Zealand teachers hit out yesterday at government plans to return to funding schools on a per-pupil basis - which they say will lead to fewer teachers and larger class sizes. The country's Post-Primary Teachers' Association and the New Zealand Educational Institute Te Riu Roa called the move "a return to the failed bulk-funding experiment of the 1990s." Under the "global funding" proposal, funds would be delivered on a per-student basis in the form of cash and "credits" for staffing. The unions said parents on school boards would have to make trade-offs between the number of teachers they employ and other costs of running a school. This could jeopardise guaranteed minimum staffing levels for new-entrant years and senior secondary classes, as well as driving down pay. The two unions will be holding joint meetings of their 60,000 members in response to the plans next month.
