Not sure if this is the same, but if someone is cleaning up their account and changes heaps of tag names, the repercussion may be that heaps of people subscribe to the user level feeds of these tags, can we be notified that this user has closed this tag.
To do this you would have to subscribe to someones account, which will not notify you of deleted bookmarks, but deleted tags, and the same time of any new tags in the account.
Superfan for Bloglines apparently does this, I suppose this is similar to the new OPML file reading lists scenario.

without reloading/scanning the whole tag listing ?
I could think of another 'edited' rss-feed with contents of changed
bookmarks only (http://del.icio.us/rsse/tag/tagname or similar;
items should simply be the same as in the current feed, maybe add a
dc:date field with the modification date too), that way organized
aggregation of changes whould be very easy.
