I think that it's mostly people not realizing that tags are space-separated, and attempting to use punctuation to separate them. Try looking at the "," tag for another example. But if you look at the "semicolon" or "comma" tags, you'll see more relevant bookmarks. It's pretty interesting - both "&" and "and" are accidental tags, too.
