bug +subscriptions page shows incorrect summary/options when user only
has structural subscriptions

Bug description:
If I go to
https://bugs.launchpad.net/launchpad/+bug/770213/+subscriptions then I
see "You are not subscribed to this bug." and appropriate actions for
that summary (i.e., subscribing). However, "Other subscriptions"
reveals that I have a structural subscription. I believe our
summaries/state analyses do not take structural subscriptions into
account.
