Investigation showed that the problem was specific to projects that had
set a project group, and for which the project group had multiple
projects, another of which had set the bug configuration to Launchpad.

bug mail links should not appear if project does not use LP for bug
tracking

Bug description:
If I go to https://launchpad.dev/thunderbird which has not configured
LP to be its bugtracker, I see links to "Subscribe to bug mail" and
"Edit bug mail". The first one doesn't work, and the second one takes
you to the +subscriptions page that invites you to add a subscription.
These links should not appear at all if a project has not configured
LP to be its bugtracker.
