That is the vim option that enables settings editor options for a specific file via lines that occur at the start or end of the file. EG, a script could start with #!/usr/bin/perl # vim set sw=8 To set the shiftwidth to 8 only for that file automatically on load. I'm not sure what these are called in Emacs but it's clear that the term "modeline" is overloaded. Since that is also the term used to refer to the row in each window describing the current mode.
