In Entourage Preferences > Reply, I have it checked to reply in format in
which they were received.

Under Preferences > Compose, I have Plain Text selected for Mail and News
format.

If I want to send HTML, I just toggle it with the ab/ab icon.

You can create templates, but I find the above method is easier...at least
for me.
