I hit the problem with some files in Yum being something else than
GPLv2+ when forking Yum into DNF:

The previous discussion's consensus was that it is was too much hassle
to change the licenses on files. Also, there is transaction.py which is
only GPL. This is how DNF handles licenses of these files:
