A couple of notes.
You mention that women and students are included in
the draft, and that they are making it more difficult
to flee into Canada.
First, women have fought long and hard for equality.
Unfortunately, this carries burden as well as benefit.
Second, the student aspect is arguable both ways.
Third, doesn't it make sense to try and be able to
enforce legislation? This would be akin to making it
possible to avoid taxes by moving to Mexico. Hmmm.
Bad example.
Anyway, the point is moot, since there is some
question as to the draft. A lot of question,
actually.
