Hi Jason,
There is a roll-based system right now. Check out:
http://localhost:8080/zport/manage_access
(Substitute your zenoss hostname/ip for localhost).
The permissions you see in the source files are assigned to roles, and
most of them are configured at the /zport level. The "Manage Events"
permission is allowed to a Manager at the / level.

It seems to me that the user configuration is broken in the sense that
there are two sets of roles and selecting an admin role and an admin
level, don't actually do anything. Is this just a stepping stone
towards a future role based access control system? (I went looking
through some of the template files and there appears to be a lot of
hard-coded access control)
