I just started getting this error a little while ago in the logs from zenmodeler:
CannotListenError: Couldn't listen on localhost:29999: Could not listen on *any* port in our range of potential ports! xrange(25000, 30000). Sure enough, the zenmodeler Python process has a metric crapton of ports open for listening, and there's none left in that range.
