i found the solution. this line in /etc/sudoers that the installation 
instructions have:

zenoss monitor = NOPASSWD: /usr/local/zenoss/bin/*,/bin/kill



the word 'monitor' should be the hostname of the computer. this only allows the 
zenoss user to sudo on the console itself and not remotely. so just use visudo 
and change 'monitor' to whatever the hostname of your computer is.
