Ok, I understand what you're saying. But it certainly isn't intuitive. Saying a CPU is at 800% utilization doesn't make any sense. If what we're measuring really isn't a percentage, than why does the graph purport that it is? Maybe the CPU utilization graph should be redesigned?
While I don't claim that MS knows what their doing, they seem to be able to get properly scaled CPU utilization figure in the task manager. Even the vmstat command seems to give a reasonable percentage measurement.
