If you have the Windows firewall turned on you'll also have to specifically
allow UDP 161.  The firewall doesn't allow it by default and there isn't an
application exception for "SNMP".

I was able to get this working with 2003 server without issues. But I have
to go into Services and Set the SNMP String. Once I did that it worked like
a charm.
