After installing SNMP in Windows server 2003, you have to open up the
"Services" MMC console, right-click the "SNMP Service", go to
"Properties", then click on the "Security" tab.

I always remove the "public" community name, and add a standard "READ
ONLY" community name we use in our environment.  Then, below add the IP
address of your zenoss box in the "Accept SNMP packets from these hosts"
section.
