I've tried several different VMware installations on several different networks 
and I still get buried in up/cleared messages just like you describe.  My 
latest try was at home on a peer-to-peer network with just two Windows XP 
machines.  I've only created one alerting rule; it is to send an email.  Other 
than putting in my email address and setting the rule to true I didn't use 
anything other than default values.  I added a 2 minute delay, but that doesn't 
help either.
