I have experienced the same thing with a Cisco Pix.
Turned out the device was rejecting the SNMP requests due to too many OID 
requests in the same packet.
So it might be that your certain devices rejects your requests while it stil 
answers on ping, so Zenoss might guess the SNMP service is down.

So I would check the system logs on your devices to see if its reacting on 
something.
