Pulling my hair out on this especially since I dont see any recent posts with 
this problem...  New 2.1 install - everything works but I do not get any alert 
Clear Messages.  Test emails and alert emails all work perfectly fine.  Using 
non-admin user with Alerting Rules configured for Send Clear Messages True and 
=Production >= Clear =New filters.  Have tried different filters, etc, but no 
luck ever in getting any clears, just the alerts.  

I dont see any issues in the zen or mail logs, no mention of clear mails 
attempted, etc.  Also since all other mail works fine, it would therefore seem 
that the clear emails are not being triggered or generated at all but I do see 
the clear events in the event/device History.  If anyone could help point me in 
any kind of direction it would be much appreciated!
