I really hate to reply to myself this many times but this just has me baffled. I had almost half my servers in Maintenance mode when I came in yesterday. From the zenactions.log:

For example, our linux nameservers are only affected by the "Sunday Reboot" window for all servers, yet ns0-ns4 were all still in Maintenance mode. If there are any debugging statements I can put in the code to help track this problem down, I'd be more than happy to throw them in. Also, if there is any other information I can give, please let me know. Or...if you want to point me in the direction of the maintenance window code, I'll go spelunking and see if I come across anything.
