Ah hah! It's the 2.1 VM. The bit the solidifies it is that both I and the user who reported it are using Leopard. (Mac OS X seems quite popular around the office...)
I've discovered I can navigate the lists with the up/down arrow keys. Is there a fix slated for anytime soon? Now that I know I can at least modify the rules it's just an annoyance. And it looks like it does work in Safari at least... (though I swear that's what my end user was using...)
