I've discovered I can navigate the lists with the up/down arrow keys. Is there a fix slated for anytime soon? Now that I know I can at least modify the rules it's just an annoyance. And it looks like it does work in Safari at least... (though I swear that's what my end user was using...)
We're waiting for the fix just like you. Unfortunately this not a Zenoss problem. It affects a lot of the web applications I'm using, though definitely not all.
