Talking to myself in IRC:
23:28 < charlieS> Address (optional) <-- it says, in the alerting
rule. But I get: WARNING zen.ZenActions: failed to page rooters on
rule Prod_24x7_Errors: Unspecified address.

failed because i don't have a pager address, but it WORKS. (and I
certainly do have a pager address set)

A google search of this error only yields the source code.
