I may have fixed it. I was looking elsewhere for solutions, and came across one which dealt with heartbeats. I then checked my /etc/hosts file and saw the problem. The localhost and the computername were pointing to the old IP address I had on this server.
Changing the value to the current IP has caused the system to start sending me emails and alerts. Thanks to all for helping. I'm not a 100% sure if the reboots would trigger an alarm.
