No, the administered objects have no function at all in Zenoss Core. To achieve what you want you should add a filter to the alerting rule that specifically requires that the device be one of the two that you want to see. A better solution might be to add these two devices to a group and then filter your alerting rule on that group just in case this user needs to be alerted on additional devices in the future.
