You can manually build links between the locations by setting up fake VPN interfaces on your VPN endpoints. I've done this in a few cases to solve exactly the problem you propose. I usually use an unused portion of to 10/8 network to build these fake interconnections.

Go to the device that is on one side of the VPN:
        1. Click on the OS tab
        2. Click the menu for the Interfaces and choose to add a new one
        3. Name it vpn0 (or whatever you want)
        4. Put "10.254.254.1/30" into the IP addresses field
        5. Set the operational and administrative status to up
        6. Set the type to "fakeVpnInterface"
        7. Set the monitor flag to false

Go to the device that is on the other side of the VPN:
        1. Repeat steps 1-3 from above
        2. Put "10.254.254.2/30" into the IP addresses field
        3. Repeat steps 5-7 from above

You can do this for each of your VPNs. Just be sure to use a different /30 network for each tunnel. For example, the next VPN after this one would use 10.254.254.5/30 and 10.254.254.6/30 because you must account for the netid and broadcast IPs.

I have to reply to my own post, but I forgot one very important step. You must lock this newly created interface from updates and deletion so that the next modeling pass doesn't remove it. This can be done by selecting (with a check) the interface on the OS tab, then choosing Lock from the Interfaces menu.
