That is all you need for alerting to work. No administrative groups or schedules have to be setup. One common gotcha is that alerting rules on the admin user don't work. Make sure you create real users to setup your alerting rules on.

You can troubleshoot alerting by looking at the $ZENHOME/log/ zenactions.log file. Anytime an alert is sent (or attempted to be sent) a log is created for it.
