It can but after all that I discovered that Net-SNMP doesn't give anything terribly helpful regarding block device performance - the most it will give you is "number of kb transferred since system was rebooted" - which is next to useless unless you can guarantee the exact time interval between SNMP polls and work accordingly. In the end I solved it by writing a script which wraps around iostat and calling it over SSH to get the performance data.
