I was having the same problem too. Check to see if an RRD directory is being created for your device in $ZENHOME/perf/Devices. None of my devices were being created because the directory was not owned by zenoss:zenoss.
I have over 56K RRD files, so I needed to move the perf directory to another filesystem, but missed changing the permissions.
