I actually had to have zeo and zope running in order for zenmigrate to work.
My other sticking point was that the zenrestore over-wrote the zeo.conf and zope.conf config files. I had a clean file to compare to and was able to restore the config files without too much trouble. Now there is some data issues. I'm going to start from scratch at this point.
