Its not clear to me how IP factors in. But I can tell you something that might be relevent. I'm running zenoss inside EC2 monitoring other boxes inside EC2. The IPs shouldn't be changing, but I've been using the external DNS name as the device. So, a reverse lookup on the Ip will yeild the internal DNS, which is different.
