Our department does VoIP too, hence they are looking for a tool like this - 
right now they are using Cacti with some custom scripts.

NetFlow would be a huge step and would probably target many new 
users/customers. I've tried a lot of those tools, both commercial and open but 
most of them lack a user friendly interface which allows to easily select 
(e.g., right click on a flow graph and select source subnet) and filter flows 
by different criteria and combine these filters, set thresholds etc. One of the 
most usable open source tools from my point of view was (probably still is) 
NfSen (+nfdump) but it is still not that userfriendly as demanded by operators.
