I am having similar behaviors on my Zenoss 2.1 Enterprise installation. Zenoss randomly decided that apache should be running on a few systems, but it is not. And I cannot remove the monitor - it shows an error on the status summary for the device, but on the OS tab, nothing under OS processes or IP Services.
