I am having similar behaviors on my Zenoss 2.1 Enterprise installation.

Zenoss randomly decided that apache should be running on a few systems, but it 
is not.  And I cannot remove the monitor - it shows an error on the status 
summary for the device, but on the OS tab, nothing under OS processes or IP 
Services.

If anyone figures this out, please post the solution.
