I had tried adding a user to every option (except the denies :P) under User Rights Assignment on a standard 2003 box, but that didn't even do it. As soon as they were added under local admins, bingo. I'm pretty sure I read an MS doc stating this was done for "security reasons" (requiring a user to be an admin to access certain WMI resources). I found this out after adding this user with full DCOM/WMI permissions and still getting permission denied with a "select * from Win32_Service" with wbemtest. Started with 2003 SP1. If you find otherwise, definitely let me know! :)
