Yep, bad index. I've created a ticket to make this smarter: 
http://dev.zenoss.org/trac/ticket/3493

In the meantime, you can fix your index thusly.  Fire up zendmd and run:

>>> dmd.ZenLinkManager.layer3_catalog.manage_catalogClear()



Then, from the command line:

$ zenmigrate --step=ReindexIpAddressNetworkIds
