This is off the cuff, haven't actually tried any of this:
For CPU load, you could probably use the current threshold system to trigger an event at above 95%. Set the clear conditions for the event such that dropping below 95% clears the event. Then I'd create the alerting rule so that the count is greater than the number that would be generated in 5 minutes. I think it polls SNMP every 60 seconds, so count > 5 ought to get what you want.

For checking a certain folder - do the same, but use a command datasource, and check the cycle time for that. I believe it is also 60 seconds by default, but I could be wrong.
