I think you might want to look at the admin guide and the Zenoss Book...
Thresholds are added to performance templates, available at the class
and device levels. You can access them from the little drop down menus.
Cycle times are set under zProperties for commands, and Monitors for
SNMP and Ping...
The admin guide goes over command datasources decently, and alerting as
well - alerting is per user or per group of users, but I've only used it
per user. There you can set various conditions for an alert to fire such
as count . . .
