With the assistance of another Zenoss user I may have this one figured out. The devices were all in the group /Devices/Network/Router/Cisco. The zProperties for this group has default setting of zSnmpVer of v1. I changed this value to v2c. Since doing so I have not been able to reproduce the issue.
